        <![CDATA[<span class="mt-enclosure mt-enclosure-image" style="display: inline;"><img alt="" src="http://www.malibupres.org/beta/news/images/GregThumb.jpg" class="mt-image-right" style="margin: 0pt 0pt 20px 20px; float: right;" height="158" width="250" /></span>Some of you have been asking, "Why build a temporary structure?&nbsp; Why not just wait until we're ready to build a permanent church building?&nbsp; We could save a lot of money by foregoing the temporary structure."&nbsp; These are great questions.&nbsp; Let me bring you up to date with the reasons for the approach we are taking in rebuilding our church.<br /><br />First, I want you to know that many people in the church are involved in our rebuilding, and the committees they serve on are continuously in prayer to discern and follow God's leading, as, we trust, are the rest of the members of our church.&nbsp; We believe God hears our prayers, loves his people, and is walking with us every step of the way along this journey of rebuilding: rebuilding not only financially and structurally but also spiritually. &nbsp;<br /><br /><br /><ul><li><b>The Insurance Settlement Committee:</b> We have an outstanding committee representing MPC in negotiations with the insurance carrier, Lloyd's of London.&nbsp; These negotiations are complicated and protracted, with the parties agreeing on some matters and disagreeing on others.&nbsp; The insurance committee has been in protracted negotiations with the insurance company over the various coverage amounts to be paid to the church under its insurance policy.&nbsp; These items include extra expenses, personal property replacement, rebuild expenses, soft costs and business interruption.&nbsp; <br /><br /></li><li><b>The Building Resurrection Committee:</b>&nbsp; This committee is ably chaired by Chris Laubach and comprised of several members of our church.&nbsp; The committee has invested significant time, energy, and resources meeting with our architect, Dominy &amp; Associates, various governmental agencies, and receiving input from and providing periodic status reports to members our church.&nbsp; <br /><br /></li><li><b>Church Staff:&nbsp;</b> The staff has been involved to one degree or another with these committees and vendors, praying and providing input about their respective program needs; capacity and design input; and feedback on design drawings. &nbsp;</li></ul><br /><br />With this preliminary background, let me address the pending questions.&nbsp; We are building a temporary structure for several reasons. &nbsp;<br /><br /><br /><b>A. Financial Reasons:</b>&nbsp; First, it allows us to work through our insurance settlement, and to wait out this tough economic climate.&nbsp;&nbsp; MPC and the insurance carrier are far apart in a final resolution of the cost to rebuild our permanent structure.&nbsp;&nbsp; Resolution may require arbitration and will take more time. &nbsp;<br /><br />A partial settlement of part of the church's claim provided funding to build the nursery school, fund fire related expenses, and to build the temporary church.&nbsp; These funds came out of the extra expense claim and will not effect the amount of money due from the insurance company for the other claims currently being negotiated with the insurance company such as the rebuild of the permanent church. <br /><br />Recall that our fire-loss in October of 2007 occurred before the global economic meltdown.&nbsp; We had begun preliminary studies for a capital campaign that would cover the shortfall between the projected cost of our new church building and the insurance settlement.&nbsp; There is a couple complicating factors.&nbsp; First, it may still be several months before we settle with the carrier and determine the final settlement amount.&nbsp; And second, if there is any shortfall between projected costs and the settlement amount, a capital campaign will be necessary, although now is not a propitious time to have one.&nbsp; We have to wait out our negotiations with the insurance carrier, and we have to wait out the economy.&nbsp; Hence, we have a need for temporary quarters to call home. <br /><br /><b>B. Timing:</b>&nbsp; As mentioned, negotiations with the insurance company are complex and time consuming.&nbsp; We have been in Webster Elementary's auditorium for 18 months.&nbsp; Going forward with only plans for a permanent rebuild would require time for planning/entitlement/permitting (PEP), which conservatively could take 24 months, plus a construction period of up to 24 months.&nbsp; Staying at Webster the whole time could be difficult for all concerned.&nbsp; After only 18 months at Webster our attendance numbers have slipped, but we anticipate them improving when we get into our more permanent home.&nbsp; Waiting 4 years to build out a permanent would only exacerbate this issue.&nbsp; The temporary church structure will give us a home during the PEP period and give us time to properly negotiate with the insurance company, be diligent in our planning, design and budgeting, and conduct the capital campaign at a better time.&nbsp; Our next exodus back to Webster will then be only for the period of construction of our permanent church buildings.&nbsp; Attendance should remain strong during that final period because construction of the permanent buildings will be evidence of the fruit of our prayers, labor, and waiting on the Lord.&nbsp; &nbsp;<br /><br /><b>C. Usage Demand for Facilities:</b>&nbsp;&nbsp; MPC is more than a one-hour a week church.&nbsp; As I mentioned above, it will be a significant period of time before we break ground on our permanent building; we have to accomplish a lot before we get there.&nbsp; In the meantime, we have ministries that need a facility to gather in Monday through Saturday for children, youth, and adults.&nbsp; The sanctuary space will be an available venue for larger gatherings, including Sunday worship, and the smaller sprung will be subdivided into three additional classrooms that either can be partitioned off for private use or opened for use by a larger group.&nbsp; The house, sanctuary, and these classrooms will be equipped with audio-visual and provide capacity to handle most all of our needs. <br /><br /><b>D. Community Gathering Spot:</b>&nbsp; Our new campus will be both a beacon and a blessing to our community.&nbsp; It will serve as a place where the gospel is preached and people mark the sacred transitions in life.&nbsp; The temporary sanctuary will be very nice and a suitable venue for worship services, weddings and memorial services, a meeting space for A.A. and Alanon, Boy Scout troops, Community Bible Studies, recitals, and school graduation events. &nbsp;<br /><br /><b>E. Revival:</b>&nbsp; We hope our temporary structure, looking like a tent, will remind us of our spiritual roots - the Tent of Meeting that was used by the Israelites as they wandered through the Sinai desert on their way to the Promised Land, and the&nbsp; tents used by the American churches in our fledgling Republic in the 17th and 18th centuries, as ministers preached the gospel in tent revivals! &nbsp;<br /><br /><br />We believe our temporary campus will capture the imagination of our community and inspire us all, as the grace of our Lord Jesus Christ, the love of God, and the fellowship of the Holy Spirit, continue to usher in the Kingdom of God in and&nbsp; through us, in Malibu and beyond.&nbsp; <br />]]>
